While they do, if you also got a rack then I'm betting that the deal was local, and plenty of people are willing to sell for quick cash when the rent + late fee is due, with no worries about shipping problems or chargebacks.
OTOH I'd lay good odds that the seller in the ad listed in the OP will insist on being paid via MoneyGram, Western Union, etc. and shipping you the snake even if it's close enough for a local pick-up... or he's fighting the BP Nidovirus in his collection, and wants to dump whatever he can that still looks healthy before everything dies.
Yes you are correct it was a local add the seller was only an hour away.
