Yep, looks like. You can try to over humidify and use that allow stuff (most shedding aids say not to use it on the head) but it is probably vet time.

Poor thing looks dehydrated. I would soak him for 15 minutes daily in a bath at 85*F, and keep his humidity higher than normal. Hopefully that will come off with his next shed, if not sooner.

It looks to me more like someone has removed the spectacle and the eye has been exposed and damaged.

That could be. The eye does look really weird, I would assume that it is just really messed up, I've never actually seen a snake missing a spectacle.
