Recessives & Retained Sperm
If I pick up proven normal females to pair with my Pastel Clown male (to make my own hets), what are the chances that anything I would produce would not be an actual het due to retained sperm from the previous year's pairing? Should I only pair him to virgin females to be 100% sure of the offspring? What would you recommend?

Virgins..... you would lose an entire year if retained sperm came into the mix.

Stick with virgins or visual females. Selling hets is already hard enough, but selling 100% hets that dont prove out can really come back to bite you. Personally I stick to visual females with recessive morphs as much as possible.

I only use virgins or visual females to make hets, and then keep using the same girls if I want to repeat the pairings. The first year I tried to make 100% het Axanthics (years ago) I used a proven normal that had supposedly had a year off (I bought her as an adult). Bred her to my Axanthic male, and out popped YBs. Lucky there were visuals, or I would have been in a bad spot down the road.
