If someone is a smoker and it took 20 years for them to show signs of lung cancer would that mean it was ok for them to smoke because the cancer didn't hit them earlier?

Not giving them water might look fine but could have bad long term effects.

I could see kidney failure being on top of the list of possible long term side effects.

There's really zero reason not to provide water. Our animals are in cages where they cannot actively seek out something when they need it. They depend on us 100% to provide all of their needs.
