Ive never used a lamp before and maybe somebody With more experience can jump in but i dont think the heat lamp is able to properly heat the inside of the hide which is where a BP spends most of its time.

No, it can't. The bulb will not get the substrate warm enough without the ambient temp getting to....probably 100 degrees to get the substrate to 90, and inside of a hide would not be close to that! UTH is a must have.

After eating, ball pythons experience 24-48 hours of "cool down" (they are more susceptible to heat at this time)
It is possible he is hiding in the substrate to escape the heat from the lamp. Also, make sure it is DARK in his hide.
I use a hollow turtle shell hide with an Under Tank Heater (UTH) below it.

I highly recommend a heat pad as Belly heat is MUCH preferred over overhead heating.

Borrowing is normal when the snake wants a tighter hide, to feel more secure. (they prefer when all their sides are pressed up against walls)

Also make sure the humidity inside the tank is a constant 50-60%

You need a thermostat to go with the UTH.
The UTH goes on the bottom outside of the tank with the TSTAT probe between the UTH and the glass. You may have to set the TSTAT to around 95 degrees for the inside of the glass to reach 88-90 degrees. This is just trial and error depending on how cool your house is. The UTH should have came with stick on spacers to place on the 4 corners of the tank. This will raise the tank slightly allowing air flow under the tank.

I have two thermostats in the tank one is the cheap stick to the glass and the other is a more expensive one that I have sitting at the bottom of the tank, do I need another?

That's a thermometer. You need a thermostat.
Thermometer will tell you what the temperature is.
Thermostat will control the temperature.
A UTH can reach temperatures of 110 and higher causing belly burns and possibly death to your snake if not found in time. A thermostat has a probe that will go between your UTH and the glass. The UTH plugs into the thermostat and you will set the temperature you need. If the temp gets to that point it will shut the UTH off and keep it from getting too hot. Once the temp cools a bit the thermostat will turn the UTH back on again.
