    That's a garter snake. I can't tell you exactly what kind from this so I can't give any specifics without a head shot, belly pics, and side pics. They usually mature between 1.5 and 3 feet,I believe. I can't give you specifics on care etc. But try to keep a hot spot of around 82-85°f and room temp should be good for cool side unless you have an unusually cold house. You don't really have to be too careful about humidity but some need slightly higher humidity than others but generally around 40-45%. What is it eating? Make sure the water dish is big enough for soaking(especially since we don't know the sub species and it could be an aquatic sub species). As an adult it should be fine in a ten-fifteen gallon if it's a male, maybe a 20 or 25 for females or a particularly large subspecies. I'd recommend giving it multiple small hides all over the place(two minimum), make sure there is at least one on each side.
