Yes it is normal, they will rearrange all the time.
You shouldn't have to get the paper towels too wet.
You have the top mostly covered now? Correct?

Yes, it's 90% covered with tinfoil. If I give it a good misting, without completely soaking everything, I can get up to 60%. By nighttime, this will fall down to 16%. I even bought a Vicks humidifier. That didn't do squat. Lol
