Look for zoos, rescues, and animal shelters in the area. It might be difficult to find a place that will let you do the things specified in your post, but it shouldn't be too tough to find a more general program geared toward animals. Big public institutions are a great start, I am a sophomore in high school and I get my community service hours from the Monterey Bay Aquarium. It isn't reptiles, but it is really engaging and fun to learn more about aquatic animals. Another thing to consider is that you might not get the perfect volunteer opportunity from the get-go, but with dedication you can earn greater privileges.
