    Heat tape stopped working

I have a homemade rack system with flexwatt heat tape. The heat tape worked fine for 2-3 months and then yesterday quit working. I have plugged the power source into different outlets and tested the circuit for power and it's positive so I know electricity is getting to the tape. The tape is secured with foil tape. I have reattached the wires several times, but no luck in getting the tape to heat up. Has this happened to anyone? Do I just have a bad section of tape? Any help would be greatly appreciated.
