A 5' cage is fine for a fully grown clelia or boiruna.
As for a breeder choosing to keep his breeder is V70 sized tubs - well, to each his own. Mussurana are not ball pythons that like tight spaces. Stuffing a large, active colubrid into a 34"x17" tub isn't my idea of a good time.
