Tank Sizes
I want to make a rack system for my place, but i don't want to do it with the normal rubber made style tub systems. I'd like to use actual glass enclosures giving the animals some room to move around. I'm looking for a 4 tank rack system.
What are the smallest size tanks that are suitable for an adult Ball?
Any recommendations on a good place to go for a rack like this that isn't going to cost me $$$$ in freight charges for shipping?

I don't really see the point of using glass tanks in a rack setup.
If you want big stackable cages the only way to go is plastic reptile cages like these:

These cages are made by animal plastics and will be a much better option

I would recommend the T8 for ball pythons.
Alternatively You can get racks with really big tubs ARS comes to mind:

Animal Plastics will make custom racks to fit whatever you want as well.
For your question you an adult BP needs 4 square feet of floor space. Cage height really doesn't matter as they are ground dwelling snakes.

The lowest size I use for adults is 40-gallons...36"X18"X16". Honestly though moving glass is going to get tiresome. You'll come out cheaper grabbing some old fashion sheets of birch, channels, glass, and making some nice sliding glass units.

I wouldn't keep an adult ball in anything less than a 40.
