night time temperatures are around the same as day
i included a wet hide with forest moss
i use plantation soil for the substrate
he gets fed every Wednesday, a hopper
    humidty is usually 80%
on the warm side he has a daylight blue bulb and a red heat bulb both 60w and a heat pad
    the tank is 20 gallons
When we bought him he was under weight a dehydrated at the moment under his neck doesn't seem to be shedding we soaked him in lukewarm water to try an help, if anyone could help me take better care of him it would be awesome.

Unless the screen top is mostly covered and I can't tell in the pic your humidity is not staying at 80%. It sounds like your gauge is wet or wrong. They at very often wrong as cheap ones are usually inaccurate. 80% is to high anyway. 40-60% is good with a bump to 60-70% during a shed.

Are the temps you stated ambient or surface? Ambient of 90 will usually create a surface temp higher than recommended. A IR temp gun is the best way to check your surface temps and take your keeping to a higher level.
