no, is it just the photo or does it also seem to buldge more than it should, not to mention it's not a nice clear eye like you would expect it to be.

Looks like a bad shed to me. Like the eye caps did not come off but the eye looks bulged. Does the other eye look like this?

Nope - that is infected and needs to see a vet - did you recently remove "stuck" eyecaps ?
Because that is quite a common result of removing the spectacle from the eye and allowing infections etc to get in to the unprotected eye.
