you can shine a light into the eyes to see if you get a pupil response. its a good sign if both eyes show a response. but if it would be human, it would definitively need glasses now

unless there is change in the condition, i dont think anything can be done or should be done. if its like this since he/she hatched, then i guess its just the way it is.
