Try coco husk or cypress mulch substrate. They're great for maintaining humidity.
I also suggest a large wide water dish on the hot side of the enclosure. Larger the surface area, the more evaporation occurs.
How much of the plexiglass/damp towel did you cover the lid with? The lid should be 90% covered. Try taping down tin foil instead.
