    My understanding is (I am in FL) that they would adopt out restricted species to those that had the correct permits. There are still permits in FL, you just cannot get them for pet purposes. It has to be for educational, research, or commercial purposes (and I doubt you can get a commercial permit for burms anymore since they cannot be sold out of state).
