She may have worn herself out from just trying to get her head started. I've seen a couple of mine get their heads started then wait about a day before doing the rest. My observations lead me to think that shedding can be a bit tiresome so give her another day or two and you may just see a full shed.
What I would do: give her 2 more days, after that spray the enclosure once, and if she still doesn't shed after a week give her a light soak.
