I'm pretty sure not all states have out of state tuition or some will pay the out of state charges, I'm not sure if it's dependent on which state you're coming from or what but I know I've been told that.

It's possible to be granted an out of state tuition waiver in some cases, a lot of schools do it. Alternatively, you can move to the state you want and live and work there for a year, once you're there for a year you're considered a resident and qualify.

Its possible but not as common as you're making it sound lol. And they'll usually only do it if you're a very good student.
In the 10+ schools i seriously looked at the only one i saw that had that was South Carolina.

Lol Idk, I've not really looked into it much, I just know it is possible in some cases. I think out of state is dumb, you should be able to go to any school and pay the same.
