    It sounds like a buildup of bad sheds on the tail has caused the tissue to lose bloodflow and die (those dry skins will constrict the tail). Try to use a wet washcloth to get the stuck shed off, but be prepared that he might lose the end of his tail. He'll still live a happy life though!

    Next time he sheds, just be sure to double check that he's shed the tail.
