Mine are on paper towels too. Cleaned when they go to the bathroom. I changed the water every other day.

With paper substrate you need to do a full cleaning every mess or once a month. Usually it never goes that long.
Particle substrates can be spot cleaned for messes and then full cleaned once a month or so. I always do a smell check if it smells of anything other than clean substrate it gets changed.

LMAO! I use to do that with my kids!
I use cypress so I check daily/clean as needed and complete tear down/clean/sanitize once a month. Water bowls get scrubbed/sanitized every 2-3 days.
