Does the egg closest to the vent feel larger than the others?
One thing to say is I wouldn't try maniplulating the eggs down manually in case it is something like a twisted or obstructed oviduct.
I would recommentd asking one of the bigger breeders for advice and think about booking a vet appointment to see if he could give her something to move things on.
How many days is this after her post lay shed?
