I've been a vendor there in the past. I think it's pretty good, but it's not captive bred only and many vendors will have wild caught animals at their tables.
But the MN state fairgrounds are not in bloomington, they're actually St Paul on Snelling ave near Roseville. In the past they've been at the holiday inn in bloomington near the airport.
