So can I pick up a reduced normal through any reputable breeder? Cause I've never seem one in a pet store.

Yeah your best bet is thru other breeders and possibly at an Expo where you can look over what people have available.
They are still just a Normal(no specific morph), but with a different look to them and something that will hopefully help in producing nice reduced hatchlings depending on what you pair to them.
