Best way to heat a room?

My heat bill is like 80 before the bump and 105 or so after, I get heating assistance because I'm a college student so it's only help I get. Before I bumbed house heat I used a plug in heater and on the cold cold nights like -30 it couldn't keep up the room would get way cold I still used heat tape then but my normal male is kinda special and I don't know how many time I thought he was frozen because he would stay on cold side so I just upped house temp no more problems an no heater to burn myself on in that small room. Sorry I ramble sometimes haha
