This is something that kingsnakes usually do. Not nearly as common with Hoggies tho. They most likely put it in the water bowl to try to get it to regurge itself. Generally, when a kingsnake tries to eat its tail, putting it in water will make it spit itself out. Unfortunately it's a habit that some snake eating snakes can have. Poor silly hognose.
