Call your local animal control office and tell them that these animals are being kept in unsafe conditions. If there's poo and shed skin lying around then the people selling them are too afraid of the snakes to perform regular tank maintenance. That equates to animal neglect and they need to be seized by animal control or least written a warning and checked up on by the officers in the future.
