    Exclamation Temp issue

So I have not been able to afford a T8 AP cage like I wanted to and have been dealing with my glass aquarium and is getting more difficult every day. It has been very cold here in southwest washington the past month and iI have had to use a CHE and a IR bulb to keep the temps up in the cage. but what I have been noticing that the substrate is very hot when I point my heat gun it reads between 93 and 95 (I know this is too hot!) I have my herpstat set at 90.5; I really don't know what to do.

my humidity is 53-62 and ambient is 78-81

Doesn't seem possible? Is it warm to the touch? If your substrate surface really was 93 degrees it would feel warm against your hand.
