Any male producing sperm plug can breed however it does not mean that it will be interested. Breeding small males can also be very risky as breeding can take it's toll and male can be bred to death (experience and knowing when to stop breeding that male will be very important)
For years I have tried breeding smaller males but they never have shown any interest therefore I know longer even try, seems like the best result are from males 650 grams and over.
