The answer is "it depends."
If you can create the desired temps with just a heat lamp then you are fine. If you are having a problem creating a hot spot and keeping the ambient temps where they need to be then maybe a UTH and a lamp.
I keep a cold house (bout 68 at all times) so my ball python 40 gallon glass tank has a UTH, ceramic heater and a set of low watt bulbs for alittle extra heat on the cool side and the day/night cycle.
I would say that if your temps are good but your humidity is the only problem try covering the top (outside) with foil tape and try the trick I use of placing moss in the hides. Then just mist it during regular times and make it damp during shed times. Doing this gives me perfect sheds.
