I've been carrying a swiss army knife myself for several decades, I've always been partial to the ranger model myself but the classic always makes a great present.

If you like Cold Steel check out SOG. They aren't exactly cheap but they make a great product.
If you really want a brute of a knife check out the American made company of TOPS. Again not cheap but solid.
Still not changing from my first choice for him though.

Personally I'm a fan of CRKT knives, they are relatively inexpensive, and for the most part are good quality. I've been carrying an M16-01Z almost daily for nearly a year.

Buck vantage series are amazing knives for the $$$ and all buck knives are made in the USA, if you like to keep the economy spinning. I have a buck vantage select small and a buck paradigm pro and they are amazing and the prices are very reasonable.

I like benchmade knives a lot.
That said, if you've got time to look around, try to find someone who can do custom work, or a small-time knife builder. It's not in your price range, but I've got a knife for field dressing deer and a fillet knife as well from Eagle River Knife Company. The former was a b-day present from my parents and the latter was a groomsman present when my brother got married last May. I like having knives that aren't big-name manufacturers.

I personally prefer Buck knives. I they make quality knives, that also look great. Lets not forget the life-time warranty which is nice too. You can also pick them up from stores such as Scheels, Walmart, Bass Pro, and occasionally Target. I have the Buck 110 which was roughly $40 and comes with a carrying case if you want it, but it isnt required because it is a folding knife too.

Victorinox all the way, by far the most useful thing to carry around on a daily basis. My first blade was a little swiss army knife from my folks, 20+ years later and it's still going strong.

Crkt is an amazing knife I like the mini fixed blade that comes with a neck lanyard it's like a 4 ish inch blad and I have personally taken on camping and cut down small poplar trees and used it with a rock to make kindling. It may be a little out of ur price range tho.
