I have seen this question asked about this type of shelf system and the resounding answer is no, it will not work well at all.
If you want cheap, get a bookshelf and nail the shelves so the tub with lid barely slides into the slot.
Then tape heat tape down onto the shelves and plug it into a thermostat....
