Yes, the Toffee gene is in the same complex as the albino gene--just as with mojaves and lesser platinums.

So, a Toffino carries one copy of each gene, and all offspring from it will inherit either an albino gene, or a toffee gene, when it is bred.

Albino and toffee being recessive makes the whole thing more fun and interesting, lol. Unlike breeding a BEL, you have no idea what the normal looking offspring actually are--they could be het albino, or they could be het toffee, but are definitely one or the other!
