Green bars???
What do these green bars on the side represent? Why do some people have more?

It has to do with our reputation system
Everyone starts out with one green box. Every 100 points of rep earns another green box. And if the box is red instead of green, then the person has gone into negative reps.

Why is it that the first 5 bars are dark green, while the latter ones are not? And is there a way to see exactly what someone's rep score is? Or just the range?

I think the different colored dots are just to make it easier to "count" them at a glance. If they were all the same shade, it would be hard to tell after the first four or five.
Your own exact score is listed on your UserCP in the bar just above your list of rep comments and thanks. To check someone else's score, you can hover over their green dots, but you just get the range, not an exact number.
