Heat tape or panel?
Am planning on ordering 3'L X2'W X16"H - Custom order PVC enclosure from cornels world online.
What would be better to use for such an enclosure:
Heat tape
Or a radiant heat panel?

reptile heating pad would probably be the easiest answer because they are regulated voltage wise. A thermostat would be a good idea if a pad is used.
However a radiant heat panel works good too and provides heat in a natural matter.
depends on environment the cage resides in as much as what cage and animal you plan to put in it.

Id be keeping my bp in it. When I get paid I'm getting the PVC since he's in an aquarium now and I'm having trouble keeping his temps ad humidity right.
I already have a thermostat and two uth's. I've never had a PVC tank and just don't know what to choose lol

Both!
Heat Tape, Flexwatt, or UTH's do a great job of providing good belly heat, but do little to raise the ambient temp in the enclosure.
To get your ambient where you need it, you'll have to keep your room temp at the right level, or use an RHP to create the proper environment in the enclosure.

What are is the coldest the room that the cage will be in ever gets? if the answer is below 72 degrees, a Radiant heat panel is the way to go. Both heating pads and radiant heat panels should be controlled by a thermostat regardless of what the manufacturer says.

If cost is not an issue then a RHP . If you buy an appropriately sized RHP there is no need for a heat pad/tape.

So here's my next question:
Which wattage should I choose? I tend to keep my window open and my room can Get to 65. :/ so the rhp will probably be my best choice.
I should get paid tonight and will be ordering most likely tomorrow.

If you room gets that cool I would go with the 80 watt RHP from Reptile Basics with a quality thermostat.
