    Heat rises. almost every rack is hotter on the top than the bottom

    Why do you have a dimmer between the thermostat and flexwatt?

    Where is the thermostat probe?

    I would try to get the middle shelf of the rack to be at 90 degrees. that way the bottom of the rack can be a little cooler (which it may or may not be due to the insulation that you have down there) and the top can be warmer while still being in the proper ranges
