A browned out pastel is not a representation of a poor quality breeder, simply an aesthetically poor quality animal. He can't change the color or overall look of the snake by adding some carbon and checking the pH, or feeding with Hikari instead of Wardley. He can only produce progressively better animals be choosing which animals he pairs together. He may have the absolute best set up and husbandry that exists... but that doesn't mean he will get perfect animals every time - nobody gets perfect animals every time (unless they're Dave Green, apparently).

If his enclosures are clean, his animals healthy, and you are just looking for a pet, this is not a bad deal at all. If you are planning on breeding, as others have stated, the browned out pastel is not what most people consider to be a good representation of the animal.
