ok movie or book question:

I've only seen the movie. If they have enough technology to control nature, why are people starving?

Because it's the government that has the power to control everything and the people who are starving are the outlaying districts. The whole back story is that there used to be 13 districts, but there was a huge rebellion against the capitol ~ the capitol won, district 13 was destroyed, and the hunger games were started.
