Only thing that was off was the tub had about an 1/8 inch of water soaking the paper.. Could that have been the issue?

Bad sign #1 and #2. Any well known breeder should be smart enough not to house 2 snakes together. Depends on how long they were in the water like that but id bet my next paycheck thats what caused the RI. Personally seeing those 2 things would have been a deal breaker for me. I dont like doing business with people that dont take care of their animals.
