The other thing about a registry is it's a great place to find out who has what. When that knock comes on your door and the nice guys in the pretty uniforms say they're there to take away your animals, you may not be so happy that you were the one who told them what you had and where you lived.
Anyone, ANYONE who thinks that information will be kept private is REALLY good at playing ostrich.
