Is a 40 watt RHP enough to heat a T8 to about 76-80, or is a 80 watt needed? Temperature of the room is about 70-72.
The 40 watt should have enough heating power to raise the temperature to where you want it but the 80 watt will heat the cage more evenly (the need to be mounted in the center of the cage and regulated by a thermostat.
I have the same kind of question, but I wanted to get a t8 with a divider, so what would be the best way to heat both sides? Two 40 watt RHP in the center of each 2ft x 2ft space? I don't think flexwat will be enough heat since my snake is in a concrete floor basement, so don't use flexwat at all or still use it for belly heat aswell?

What you want to do is center a 40 watt in each side and regulate them with a hydrofarm thermostat to 80 degrees. You will then use flexwatt running down the center of the T8 regulated by a thermostat (a proportional thermostat is best... I like herpstats) to 90 degrees.
