We place our fans on the bottom of the inc and use a rheostat to control the fan speed.
We use a bathroom ceiling fan on a dimmer/rheostat to slow the speed down, it's how we fine tune our airflow so that top to bottom temps are within 1 degree.
We have also now gone to using a false wall in the back to keep the heat tape away from any tubs.
The fan blows into the false wall at the bottom pushing air over the heat tape and then the heated air comes out the top of the false wall and into the incubator to be pulled back down to the fan.

No heat tape exposed to the inside of the incubator, so far this inc is running almost dead even with the temps from top to bottom within 1 degree.
