The wire your talking about is the green ground wire, And on them racks as long as the thermostat your using in grounded your fine.

Ive touched plenty of FB racks and got shocked, the rack has to be grounded if you dont like getting shocked on occasion

They must do a really crappy job wiring their flexwatt then. I just hooked up a piece of flexwatt and went over it with my multi-meter and it was completely insulated.
