    Actually any reputable business cannot take any type of plastic payment without the person whos name is on the card being the one handing the card over. I know it sucks but it is a CYA thing so they cannot be accused of fraudulent charges.
    On the flip side, I know a lot of gas stations around here put a $100 hold on all credit cards when used to pay at the pump. Meaning if you got $12.50 in gas, they would hold $112.50 and after their gas charges go through the $100 is released. That could be the reason the card was denied at walmart. Then with the repeated trying to run the card, the credit card company can put a hold on the card.
