Generally, for racks, there is an option for belly heat or back heat. Belly heat tends to keep the ambient temps a bit higher, while back heat works just as well if your snake room is heated. Im not sure what you mean by UPH, but Im assuming you mean UTH's. If you are currently using Under Tank Heaters for your rack, it may be a good idea to do some research on how to switch to a flexwatt setup. Its much more efficient and definitely much cheaper.
Personally, I prefer belly heat for all my racks because its quite cold where I live, so I prefer the higher ambient temps. Tons of breeders use both back heat and belly heat, and as far as Im concerned, they both work. Its just a matter of your preference and how you have your snake room set up. I also prefer belly heat because Ive heard that it helps with proper food digestion.

Re: back heat or uph
I personally like the belly heat in the tubs. I find them thermal regulating between 3 different spots. Its like having 3 zones per tub (if that makes sense). Hope it helps the effort.
Note:
I use the boaphile racks - ballroom rack.

For baby racks, 6 qt tubs, I prefer back heat. In my experience, it gives a better thermal gradient from front to back in the little tubs. For larger tubs, I prefer belly heat.
