I have no clue, lol. We had one pop up locally not terribly long ago. They started out as an in home "rescue" and have really taken off. I'm not sure what kind of paperwork/license etc you would need. I'm sure someone on here will know, otherwise, you may have some luck talking with your local shelter. A lot of in home "rescues" work with local shelters.
I'd check with the city/state laws to see what it is they expect, and Steph had a good point on talking to your local shelter. If you have a herp society/club around they might have some good info too! Really have no experience with it myself, other than looking at the adoptions at our local herp society once in a while
