Yes that is a definitely a pastel. With pastels they get bred so much that sometimes you see low quality pastels being sold, or at least this is what i've heard from another member here on bp.net; I can't say for sure that this is the case because maybe it's a bad picture i'm not really sure but I won't say that this is a low quality pastel.
