Yes, they can.

Digital hygrometers (cheap ones) use a type of resistor to measure humidity. They are very sensitive but that is also the problem. Bent or broken wires(probe) poor joints (pc boards) dirt, dust, and liquids (urine) can all effect the accuracy and consistency of the units. reliable hygrometers that will stand up well to the conditions found inside a enclosure with a snake are IMO non existent.

There are very accurate units available but they are neither cheap nor easy to use and require pristine conditions, not something that can be kept with a snake and personally I'd buy myself a Blue Eyed Lucy before I bought an accurate hygrometer (about the same price).

I personally use an analogue dial type typically found in use with humidors. They are cheap and can be re-calibrated and somewhat tolerant of the snakes environment. The accuracy is ok out of the box and can be tested and calibrated every now and again. The only problem I have with them is the metal disk the magnet sticks to falls off and needs to be re-glued. I also keep the magnet outside the enclosure and replaced the weak one with a stronger one.
