If you wanted to, yes. Personally I prefer to keep the room air temp around 80 and just do the UTH on the warm side, but if you have another thermostat, I don't really see why not.

Because the reostat set at low it still reads over 90 so I put a dimmer and see if that works

If they're good quality and reliable, then that's just fine

Before I used racks I would use two separate thermostats, one for the cool and one for the hot warm side. I don't have a room that I can always have 80 degrees. These days I run 2-12" strips of heat down the back of my racks to create the ambient temps. It works out quite well.

I run double heaters both on T-stats. It is possible to do it with rheostats but they really work best in stable room temps and if you have stable room temps there is likely another way. personally using two heaters is very efficient cost wise but a with the entire bottom of the enclosure heated means a failure will likely kill the occupancies. I would highly suggest a good t-stat for both with a single fail safe. I run low wattage on the cool end so in the event of failure it simply does not get that hot. (17 inch flexwatt is great for this as it gets to about 85-88 maxed out)
I saved 50$ a month on my power bill doing things this way.

Which is why you need a thermostat, rheostats only work well in rooms that have a stable ambient air temperature.
If you room temperature goes up 5 degrees so do the uth's and if the room temperature goes down 5 degrees....
