It looks like where the scale came off with a shed. Also, sometimes the scales may come off if a tick or mites were under them. Also, sometimes the scales may come off if petroleum based products such as mineral oil, "snake oil", Neosporin, or Bacitracin have been used, but usually the scales will come off in small patches when these products have been used.
