What are the parents? I have a ton of babies that look like they are PE broken cream or cream as babies and end up being Siamese. Definitely a rex or double rex tho, double rexs with rats can look like a hairless at least some of the time. If he is looseing fur he is probably a double rex.

Mom is a siamese rex and dad is a solid black rex.
Its hard to tell if he will be a double rex siamese or just a double rex. Hes about 5 weeks old now and was the runt of litter.

I wouldn't rule out Siamese, but is the dad a carrier? I am pretty sure Siamese is recessive in rats. If it was my litter I would say definitely Siamese but it is a lot harder with unknown rats. Well, if his hind end starts darkening you will know for sure.
